If your teacher has to do a certain number of substitutions per year, you can define a special new type of substitution:

Then every time you assign a teacher to substitution, in the bottom left corner you will see how many mandatory substitution this teacher has already done this year:

Also, please note that the teachers with less mandatory substitutions are moved to the top of the list of teachers suggested to do substitution.
